Kapwa is BetterGov's design system for public-interest digital services in the Philippines.

It exists because too many government digital experiences still feel confusing, inconsistent, and difficult to trust. When people need public services, they should not have to struggle through broken flows, unclear language, and interfaces that feel like an afterthought.

Kapwa responds to that problem by giving teams a shared design language for building services that are clearer, more respectful, and more usable. The name comes from the Filipino idea of shared selfhood and togetherness. That value matters in public service: digital products should feel like they are made with people, not merely delivered to them.

This site introduces the principles, decisions, and direction behind Kapwa. Storybook remains the component reference for teams building with the system.
